LEGAL NOTICE NOTICE OF PUBLIC HEARING ON THE PROPOSED ISSUANCE BY THE URBAN RESIDENTIAL FINANCE AUTHORITY OF THE CITY OF ATLANTA, GEORGIA OF ITS TAX-EXEMPT MULTIFAMILY HOUSING REVENUE NOTE IN ONE OR MORE SERIES HAVING AN AGGREGATE PRINCIPAL AMOUNT OF NOT TO EXCEED $21,500,000 TO FINANCE A MULTIFAMILY HOUSING RENTAL DEVELOPMENT TO BE OWNED AND OPERATED BY BOWEN DISTRICT PHASE II, LP YOU ARE HEREBY NOTIFIED, as required by Section 147(f) of the Internal Revenue Code of 1986, as amended (the "Code"), that a public hearing will be held by or on behalf of the Urban Residential Finance Authority of the City of Atlanta, Georgia (the "Authority") at its offices at 133 Peachtree Street, N.E. Suite 2900, Atlanta, Georgia 30303, on the 14th day of August, 2025, at 10:00 a.m., concerning a proposed issuance by the Authority of its tax-exempt multifamily housing revenue note in one or more series in an aggregate principal amount not to exceed $21,500,000 (the "Note"). The proceeds of the sale of the Note, when and if issued, are to be used to finance a loan to Bowen District Phase II, LP, a Georgia limited partnership (the "Borrower"), to finance a portion of the cost of the acquisition, construction and equipping by the Borrower of a multifamily housing rental development consisting of approximately 112 rental units to be located at 1115 Wilkes Circle NW, Atlanta, Georgia 30318 (the "Project"). The Project will be owned and operated by the Borrower listed above. The public hearing is for the purpose of providing a reasonable opportunity for interested individuals to express their views, both orally and in writing, on the proposed issuance of the Note and on the location and nature of the facilities to be financed. The proposed Note will be a limited obligation of the Authority and will not be an obligation of the City of Atlanta, Georgia or of the State of Georgia, or of any county, municipal corporation or political subdivision of the State of Georgia. The proposed Note will not be paid from taxes but will be payable by the Authority solely from amounts to be paid or provided by the Borrower. O.C.G.A. SECTION 36-82-100 REQUIRES AN AUDITOR, CONSULTANT OR OTHER PROVIDER TO CARRY OUT A PERFORMANCE AUDIT OF THE EXPENDITURE OF THE PROCEEDS OF THE BONDS UNLESS SUCH PROVISION IS WAIVED. IN ACCORDANCE WITH O.C.G.A. SECTION 36-82-100 (d), NO PERFORMANCE AUDIT OR PERFORMANCE REVIEW WILL BE CONDUCTED WITH RESPECT TO THE BONDS. Any person wishing to express views on the proposed issuance of the Note or the location or nature of the Project or plan of financing may be heard at such public hearing at the Authority's office, 133 Peachtree Street, N.E., Suite 2900, Atlanta, Georgia 30303, or by submitting written comments prior to the date scheduled for the hearing to: Christa Freeman, Esq., Urban Residential Finance Authority of the City of Atlanta, Georgia, c/o Invest Atlanta, 133 Peachtree Street, N.E., Suite 2900, Atlanta, Georgia 30303.
