Public Notice Request to Terminate Hazardous Waste Facility

Public Notice Request to Terminate Hazardous Waste Facility Permit HW-092(D) for Post Closure Care of Two Regulated Units Former York Casket Hardware Facility, Lawrenceville, Georgia Matthews International Corporation (Matthews) is submitting a Class 3 Permit Modification Request to terminate Hazardous Waste Facility Permit HW-092(D). Matthews has met the requirements of 40 CFR 264.114 by excavating and disposing soil impacted with site-specific metals and cyanide that have contributed to groundwater contamination to cleanup standards at two Resource Conservation and Recovery Act (RCRA) regulated units (RUs) and a drainage ditch. Thus, the two RUs have been closed (removed and, thus, no longer exist) and no post-closure requirements remain. The former York Casket Hardware facility at 506 Maltbie Street, Lawrenceville, Georgia is owned by Matthews. The facility is regulated by the Georgia Department of Natural Resources, Environmental Protection Division (EPD) under Hazardous Waste Permit HW-092(D) and has completed 30 years of post-closure care. On November 13, 2024, Matthews requested a change to the Hazardous Waste Permit per 40 CFR 270.42, to obtain a one-time Temporary Authorization to remove two RU caps and excavate and dispose of soil impacted with site-specific metals and cyanide that have contributed to groundwater contamination at concentrations above the respective Groundwater Protection Standards (GPSs) at the two RUs and drainage ditch (SWMU-15). Matthews completed removal of the two regulated units and SWMU-15 in accordance with the work plan entitled Interim Measures for Clean Closure of the Former Electroplating and Evaporation Units as outlined in the Temporary Authorization that was approved by EPD in correspondence dated November 27, 2024. The Interim Measures Completion Report for Clean Closure of the Former Electroplating and Evaporation Units is being prepared to document the removal activities. The soil corrective action was conducted as an interim corrective measure to clean close the two RUs since the impacted soil was removed to the water table or bedrock, thus completely removing the RUs. The regulations in 40 CFR Section §270.42(b) require a public comment period prior to making a final determination regarding the proposed permit modification. The public comment period will be from May 15 to July 14, 2025. A copy of the permit modification request and the current Hazardous Waste Facility Permit will be available for review at 1) the Gwinnett County Collins Hill Public Library Branch at 455 Camp Perrin Road, Lawrenceville, Georgia 30043, and 2) the Environmental Protection Division office located at 2 Martin Luther King, Jr. Drive, SE, Suite 1054 East Tower, Atlanta, Georgia 30334. A public meeting is scheduled for 4:00 pm to 5:00 pm on May 29, 2025, at the Gwinnett County Collins Hill Public Library Branch. This letter serves as public notice for the Class 3 Permit Modification request. The permittee's compliance history during the life of the permit being modified is available from EPD. The EPD requests that comments be submitted in writing during the public comment period.
