NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS May 8, 2025 City of Roswell Grants Division 38 Hill Street Suite 130 Roswell, GA 30075 (770) 641-3847 These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by The City of Roswell. REQUEST FOR RELEASE OF FUNDS On or about Tuesday, May 27, 2025 the City of Roswell will submit a request to the Department of Housing and Development (HUD) via email to CPDRROFATL@hud.gov for the release of Community Development Block Grant (CDBG) funds authorized by Title I of the Housing and Community Development Act of 1974 (P.L. 93-383, as amended), to undertake a project known as: Project Name: Roswell Housing Authority Redevelopment Phase I Location: 199 Grove Way, Roswell, GA 30075 CDBG Funding: $31,000,000 [$2,039,000 HUD and $28,961,000 Non-HUD] Project Description: The total project cost is estimated at $31,000,000. The City of Roswell has applied for a Section 108 Loan through HUD in the amount of $2,039,000. If approved, the City of Roswell will use this funding to assist the Roswell Housing Authority in completing site work (testing, earthwork, foundation, curb/gutter, etc.) for the construction of 102 affordable housing units located at 199 Grove Way, Roswell, GA 30075. The City of Roswell will repay the Section 108 loan with a portion of its annual CDBG allocations in the estimated amount of $327,000 per year for the next seven years. FINDING OF NO SIGNIFICANT IMPACT The City of Roswell has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR), on file at 38 Hill Street, Suite 130, Roswell, GA 30075. The record is available for review and may be examined or copied weekdays 8:00 A.M. to 5:00 P.M. The file will be made available electronically, upon request, by contacting the City of Roswell Grants Division at cdbg@roswellgov.com or (770) 641-3847. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the City of Roswell located at 38 Hill Street, Suite 130, Roswell, GA 30075 or via email at CDBG@roswellgov.com. All comments must be received by 5:00 p.m. Monday, May 26, 2025 and will be considered by the City of Roswell prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing. ENVIRONMENTAL CERTIFICATION The City of Roswell certifies to HUD/Georgia that its Certifying Officer consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD Georgia's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Roswell to use Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of fund and the City of Roswell's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Roswell; (b) the City of Roswell has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be submitted via email to HUD/State of Georgia Office of Community Planning and Development at CPDRROFATL@hud.gov.
