CITY OF ATLANTA, GEORGIA NOTICE OF FUNDING AVAILABILITY FOR REQUEST FOR PROPOSALS (RFPs) CITY FISCAL YEAR 2022, HUD PROGRAM YEAR 2022 The City of Atlanta ("City") received program funds from the U.S. Department of Housing and Urban Development ("HUD"), more specifically, Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), Home Investment Partnerships Program (HOME), and Housing Opportunities for People Living with Aids (HOPWA) funds. Federal funds are received on an annual basis. The City intends, on or before, August 16, 2022, to allocate a portion of its CDBG, ESG, HOME, and HOPWA Program funds to non-profit organizations for social (public) service programs to very low- and low-income residents of the community and developers for construction. Beginning June 3, 2022, the City will hold public meetings, accept proposals, review, evaluate and score applications, and determine the allocation of CDBG, ESG, HOPWA, and HOME Program funds in HUD's Program Year 2022). The City has established the top priority needs of the community in a five-year Consolidated Plan (" Plan"). The current Plan includes the period beginning July 1, 2020, and ending June 30, 2024. This Plan is required by HUD as a condition of receiving certain federal housing and community development funds. The Consolidated Plan has established the following groups as the most in need of assistance, in this order of priority: (1) Increase, Create, and Sustain Affordable Housing; (2) Reduce Homelessness; (3) Increase Suitable Living Environments; (4) Increase Public Services; and (5) Reduce Poverty/Expand Economic Opportunity. On June 3, 2022, the City of Atlanta invites organizations to submit proposals that address the highest priority needs in Atlanta as adopted in the Consolidated Plan, through the delivery of appropriate services and programs. From the submitted proposals, the City of Atlanta Department of Grants and Community Development will evaluate and make recommendations, and the City Council shall approve organizations to receive the City's CDBG, ESG, HOME, and HOPWA Program funds, and provide programs and services with these funds. CDBG, ESG, HOME, and HOPWA Program proposals submitted in response to this notice must be received by not later than 4:00 PM (EST) on Friday, July 1, 2022. The City will not consider any proposal that is submitted after these specified deadlines or that is substantially incomplete, with no exceptions.
