REQUESTS FOR BIDS Montgomery Regional Airport Montgomery, Alabama Sealed bids will be received until Tuesday, December 10, 2024 at 2:00 P. M. CST at the Montgomery Regional Airport Terminal Rotunda Room located at 4445 Selma Highway Montgomery, Alabama 36108 and at said time bids will be publicly opened and read aloud for furnishing all labor, materials and equipment and performing all work necessary for: Airfield Electrical Replacement - Phase II at the Montgomery Regional Airport. Major items of work include: Replacement of New Airfield Electrical System including new runway and taxiway lights, new series circuit routing/wiring, new airfield guidance signs and isolated NAVAID components. Existing in-place airfield equipment and Vault equipment will be removed/replaced or deactivated as per plans. All new airfield electrical systems/circuits will be routed back to a new relocated Pre-Fabricated Electrical Vault Building (with associated regulators and equipment) provided under a separate and previously contracted project (Phase I By others, NITC). A MANDATORY Pre-Bid Meeting is scheduled for Friday, November 15, 2024 at 9:00 A. M. CST at the Montgomery Regional Airport Terminal Rotunda Room located at 4445 Selma Highway, Montgomery, Alabama 36108. Attendance is mandatory. Virtual attendance will be offered via Teams. Information for the Project can be found on the following website: https://www.gmcnetwork.com/bids/. The Issuing Office for the Bidding Documents is Goodwyn Mills Cawood, LLC, located at 1906 E. Three Notch Street, Andalusia, Alabama 36421, Attn: Patsy Stinson or email: patsy.stinson@gmcnetwork.com. Prospective Bidders may examine the Bidding Documents at the Issuing Office Monday through Friday between the hours of 8:00 a.m. 5:00 p.m. Copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of a one-time administrative fee of $20.00 for digital access/file sharing access and/or payment of $100 for each printed set. Said cost represents the cost of printing, reproduction, handling, and distribution, therefore no refund will be granted. Checks for Bidding Documents shall be payable to "Goodwyn Mills Cawood, LLC." Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Each proposal must be accompanied by a bid guaranty in the amount of five (5) percent of the total amount of the bid, but not to exceed $50,000. The bid guaranty may be by certified check or bid bond made payable to the Montgomery Airport Authority. All Bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Engineer; the Bidder shall show such evidence by clearly displaying the license number on the outside of the envelope in which the Proposal is delivered. "A contractor must have a Heavy and Railroad major license or a Heavy and Railroad specialty license to bid as prime for this project." Bids may be held by the Montgomery Airport Authority for a period not to exceed ninety (90) days from the date of the bid opening for the purpose of evaluating bids prior to award of contract. Award of contract is subject to requirements in the contract documents including, but not limited to, the following Federal provisions: 1) Buy American Preference 2) Civil Rights Title VI Assurances 3) Equal Employment Opportunity 4) Davis Bacon 5) Debarment and Suspension 6) Disadvantaged Business Enterprise 7) Foreign Trade Restriction 8) Lobbying Federal Employees 9) Recovered Materials A Disadvantaged Business Enterprise (DBE) Goal of 9.79% has been established for this project. The Montgomery Airport Authority, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, [select businesses, or disadvantaged business enterprises or airport concession disadvantaged business enterprises] will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award.
